Principle of operation

Lift registration

The procedure and rules for registration are regulated by four regulatory documents:

  • Federal Law of June 21, 1997 No. 116-FZ “On Industrial Safety of Hazardous Production Facilities”[14];
  • Rules for registering facilities in the State Register of Hazardous Industrial Facilities[15];
  • FNP PS;
  • Administrative regulations of the Federal Service for Environmental, Technological and Nuclear Supervision for the provision of state services for registration of hazardous production facilities in the State Register of Hazardous Production Facilities[16].

To register a lift as a technical device in the HPF Register, you must collect the following documents:

1. Statement. We fill out the form, which is given in Appendix No. 1 to Administrative Regulation No. 140.

2. Information characterizing each OPO. We fill in two copies of the form given in Appendix No. 2 to Administrative Regulation No. 140.

3. Copies of documents confirming the existence of a hazardous facility on the right of ownership or other legal basis, as well as the real estate within which it is located, if the rights to them are not registered in the Unified State Register of Real Estate (certificate of ownership, lease agreement).

4. Justification of the safety of the hazardous production facility, indicating the details of the positive conclusion of the industrial safety examination[17].

5. The text part of the “Technological Solutions” subsection of the design documentation for capital construction production facilities. We indicate the details of the conclusion of the relevant examination[18], that is, the conclusion obtained based on the results of a state or non-state examination.

From the day the lift is put into operation, the operating organization must, within 10 days, submit documents for registration to Rostechnadzor at the location of the legal address. We submit the package of documents to the registration authority in any of three ways:

  • directly (in person);
  • by post (in this case, we recommend sending the package of documents by a valuable letter with acknowledgment of receipt and a list of the contents);
  • through the public services portal[19] in the form of an electronic document signed with an enhanced qualified electronic signature.

There is no state duty or other fee for registering a public organization[20].

  • those directly involved in installation (dismantling), adjustment or repair, reconstruction or modernization work during operation, who must have documents confirming the completion of professional training (clause 19 of the FNP PS);
  • have undergone a medical examination and a conclusion about the absence of contraindications to performing work in the manner established by the Ministry of Health of Russia[5];
  • who have undergone instruction on labor protection, tested their knowledge of labor protection requirements, have undergone on-the-job training and have been trained in safe methods and techniques for performing work[6].

Putting the lift into operation

For facade lifts, a special commissioning procedure has been defined. The equipment is installed according to standard technical specifications (Standard technological map “Operation of façade lifts (cradles) ZLP-630”) and PPR (clauses 155–163 of FNP PS), it must be subject to technical inspection before putting into operation, as well as during operation. The scope of work, the procedure and frequency of technical examinations are determined by the operating manual (instructions). If the operating manual (instructions) for the lift does not contain instructions for conducting a technical examination, the latter is carried out in accordance with paragraphs. 164–169 FNP PS.

Technical examination of the substation must be carried out by an engineer and technical worker responsible for carrying out production control during the operation of the substation, as well as with the participation of an engineer and technical worker responsible for maintaining the substation in working condition (clause 167 of the Federal Tax Code of the Substation).

Each facade lift must have its own technical passport. If several pieces of equipment are installed, the inspection is carried out separately for each of them, and the appropriate marks are placed in each of the passports by the engineering and technical worker responsible for carrying out production control.

During its service life, the substations must undergo periodic technical inspection:

a) partial – at least once every 12 months;

b) complete - at least once every 3 years, with the exception of rarely used substations (substation for servicing machine rooms, electrical and pumping stations, compressor units, as well as other substations used only for equipment repairs, for which a full technical examination is carried out 1 once every 5 years) (clause 165 of the FNP PS).

The results of the examination are documented in an act of acceptance of the PS (clauses 168–194 of the FNP PS) (see example).

Immediately after installing the lift, the work site must be fenced along the border of the dangerous zone of the lift using an inventory fence (see GOST R 58967-2020).

Safety signs must be posted in required places (see GOST 12.4.026-2015) in accordance with the PPR.

Places where work is carried out must have sufficient natural and artificial lighting, and the illumination must be uniform, without the glare of lamps on workers[8], meet fire safety requirements[9] (see Table 1) and electrical safety requirements[10].

Each cradle and console must have a plate containing the following data (clause 121 of the FNP PS):

  • registration number (the registration number is assigned to the substation by the territorial body of Rostechnadzor or another federal executive body in the field of industrial safety, which, in accordance with the established procedure, is granted the right to register subordinate facilities in the state register of hazardous production facilities);
  • PS serial number;
  • nameplate carrying capacity;
  • date of the next full and partial technical examination.

Equipment operating rules are publicly available, which must indicate:

  • method of loading the working platform;
  • list of service activities;
  • signaling methods used;
  • procedure before the start of a work shift and after its completion;
  • other necessary information.
