The closed center hydraulic system with variable displacement axial piston pump and hydraulic flow sharing valves reduces fuel consumption, eliminates the risk of oil starvation, and minimizes steering effort. Flow and power delivery are precisely adjusted to suit the job at hand. The hydraulic hose has two layers (steel frame and fittings with an end sealing ring), which creates the necessary resistance to impulses and sudden pressure changes.
The Caterpillar 428E backhoe loader gearbox is designed for 40 km/h. It is equipped with a four-speed system with constant mesh gears and synchronizers. There is also a load shift function.
The braking system includes Kevlar discs, oil bath cooling, and a double brake pedal. A manual rear axle differential lock is standard.
The Cat 428E comes with two stick options—standard and telescopic. The loading height in the first case is provided at 3.8 m, when using a telescopic in the extended position - 4.5 m. Both engines are equipped with a highly reliable gear water pump and a durable serpentine drive belt with automatic adjustment. Glow plugs ensure the start of the power unit at temperatures down to -18°C. The 428E backhoe loader can also operate at extremely high temperatures (up to +50°C) thanks to the installed cooling system.

Control, cabin
The standard equipment includes ROPS/FOPS structures (according to ISO 3471:1994 and ISO 3449:1992). The operator's cabin is equipped with an additional powerful air conditioner for operation in extremely high temperatures. The low hood line provides good visibility. The rear and front work lights can be adjusted to direct the light to the desired location. The driver's seat has air suspension.

Modifications
The manufacturer has released only two modified versions of this model, which are Caterpillar 428F and Caterpillar 428E. Let's look at them in more detail:
- Modification of Caterpillar 428F. This version is standardly equipped with a reversible gearbox, which ensures smooth shifting when working with high loads.
- Modification of Caterpillar 428E. It differs from the previous and basic version in increased power plant performance, a strengthened hydraulic system, a more comfortable cabin and low fuel consumption.
Otherwise, all versions are completely identical to the basic model of the equipment.
Maintenance
The cast movable frame has external locking latches so the backhoe does not need to be removed during maintenance. The boom base and swing frame pins have replaceable bushings installed in the bores. E-series backhoe loaders are equipped with life-sealed axle oscillation units, drive shaft universal joints, axles, etc. The inner section design prevents dirt from penetrating the wear pad, allowing it to last longer.

All Cat filters are micron grade and vertically positioned to prevent spillage. The cabin air filter is located on the right rear fender, making it easy to service. The air intake is located at the very top of the cabin, which prevents dust from entering the filter.
