A driver’s license in the “tractor driver” category is required not only to have the right to drive an excavator or tractor. This certificate will also be useful for extreme sports enthusiasts who are not averse to riding ATVs or snowmobiles. What is the category of tractor driver needed for?
Order of the Ministry of Agriculture of the Russian Federation No. 796 dated July 12, 1999 establishes Instructions on the procedure for applying the Admission Rules for driving self-propelled machines. So, according to this instruction, the issuance of a tractor driver’s license is the only basis that gives access to driving a self-propelled machine.
A driver's license for a tractor driver involves a number of categories, which depend on the type of self-propelled vehicle.
- “A”: car/SUV for driving on off-road or highway areas; “A I” – motorized vehicles with a speed of no more than 50 km/h (quad bikes, motor sleighs, snowmobiles);
- “A II” is an SUV with a mass of no more than 3.5 tons and which is equipped with no more than 8 seats (for example, UAZ Trekol or a similar all-terrain vehicle with low-pressure tires);
- “A III” - an off-road vehicle with a mass of more than 3.5 tons, not including passenger vehicles (for example, the Kerzhak snow and swamp-going vehicle or similar all-terrain vehicles with pneumatic tires);
- “A IV” is a passenger SUV equipped with more than 8 seats, not including the driver’s seat (for example, an airport bus and similar vehicles).

At what age can you open the category of tractor driver?
You can obtain a tractor driver's license and, accordingly, the right to drive self-propelled vehicles at the age of 16 to 22 years. The specific minimum age for obtaining such rights depends on the category of the vehicle itself:
- “A I” – starting from 16 years old;
- “B”, “C”, “E”, “F” - at 17 years old;
- "D" - at 18 years old.
- “A II” / “A III” - from 19 years old;
- “A IV” - at 22 years old.
Please note : in order to open categories “A II” / “A III” / “A IV” in the tractor driver’s license, you will need to have a valid license in hand in which categories “B” / “C” / “C1” are already open, respectively according to general classification. Even in this case, the driving experience will have to be more than 1 year.
Training in driving self-propelled vehicles
As in other cases, in order to obtain admission to the exam for the right to drive self-propelled vehicles, the candidate must undergo specialized training. Only specialized educational institutions that have a state license have the right to organize such training courses.
The availability of such a license should not hesitate to check directly with the driving school that interests the candidate. At the same time, you shouldn’t just take their word for it that such a document exists. If the required license is available, the management of the driving school will certainly provide it for review. Each party is interested in this.
After training, the candidate will have to pass two sets of examinations: the first set is taken by the commission of the educational institution itself, the second set of exams will need to be passed at the regional department of Gostekhnadzor.
Please note : obtaining a tractor driver license in categories “A I” / “B” is also possible on the basis of self-training. In this case, you will need to pass only one exam at Gostekhnadzor.
Which doctors should you go to?
Due to the fact that the forms do not contain information about specialists, even experienced drivers often do not know which doctors they need to see to fill out a driver’s medical certificate for a tractor. But since the introduction of the new certificate model, the list has not changed. So, the commission consists of the following doctors:
- therapist;
- ophthalmologist;
- neurologist;
- ENT;
- surgeon.
A visit to a psychiatrist and narcologist is also required. To obtain a medical certificate for a tractor, registration is required - permanent or temporary.
It is impossible to issue medical certificates for a tractor license without a certificate. It is easy to check a fake document in the database, since the forms indicate the series and number, as well as the clinic that issued the report. If the fact of forgery is confirmed, the license and rights to the tractor are invalid. Going through the commission takes several hours, so there is no point in breaking the law.
Each tractor driver can choose which medical institution is more convenient for him to undergo a commission. This can be a state/municipal clinic or a private center. There are only two conditions - the presence of a license in the institution and the presence of a psychiatrist and narcologist in state dispensaries for the patient.
Additional examinations for all drivers
If during diagnosis one of the doctors has doubts, or if the medical record contains information about certain diseases or injuries, additional examinations may be prescribed based on the indications, in which case their completion becomes mandatory.
If the candidate refuses to undergo the prescribed laboratory or instrumental examinations, he will not receive a medical certificate in accordance with Rule No. 344n.
Is it possible to see a narcologist and psychiatrist at a location other than your place of registration?
Internet sources report unverified information that a psychiatrist and a narcologist are doctors who must be seen strictly at the place of registration. Is it so? Not really.
In fact, paragraph of Article No. 23 allows these specialists to allow the driver to pass not only at the place of registration, but also at the place of residence. But the fact is that today there is no corresponding unified database, and the prompt exchange of information between medical institutions during a driver’s medical examination is not yet ensured.
In this regard, it turns out that the psychiatrist and narcologist can only admit the patient to his place of residence. But in the future, perhaps a single database will be created, and this technical limitation will disappear.
Without registration in hand, it is forbidden to see a psychiatrist or narcologist. Therefore, both specialists must be visited, but only at the place of permanent or temporary registration of the patient. It should be borne in mind that examination by these doctors must be paid separately.
Required documents for the exam at Gostekhnadzor
After training at a driving school or self-training is completed, you will need to present a package of documents to the regional division of the Spetsgostekhnadzor. Based on such documents, a decision will be made on admission to the examination:
- passport of a citizen of the Russian Federation;
- medical report on the absence of contraindications for driving;
- document confirming completion of specialized training. Such a certificate is not required if the candidate has undergone self-study;
- in the cases described above - present a certificate with the necessary open categories.
In parallel with submitting such a package of documents, the future tractor driver fills out an individual form-card, which contains personal data, the desired category of self-propelled vehicle, driving school details, etc. You can receive such a card immediately before the exam.
What is the difference between the new medical certificate and the old one?
Previously, the certificate had fields where all commission specialists had to sign, date and seal. Since 2016, they are no longer included in the document. There are also no photographs, no information about the period of validity of the document (the results of the commission remain valid for one year from the date of issue).
For information: since March 2016, data on medical examinations are entered into the patient’s medical record. At the end, you need to visit a therapist (and/or chief physician) to fill out a driver’s medical certificate for a tractor license at Gostekhnadzor. Several lines have been added to the document, namely:
- table (TAB) of all available categories, unlike the old one;
- TAB restrictions on driving certain types of transport;
- TAB add. indications for driving a vehicle;
- field to be filled in by the doctor issuing the certificate;
- column "place of registration".
You only need to see a narcologist and psychiatrist at your place of registration (temporary or permanent).
Other changes:
- The number of situations where passing a medical commission is mandatory has decreased. Now it is required when obtaining a license for the first time, opening additional categories, replacing a license after its expiration date, returning a license after being deprived of a license for drunk driving, and during an unscheduled reassessment of the driver’s health.
- The list of specialists who will undergo certification has been shortened, and a new, simpler form of driver’s license has been introduced.
- The frequency of medical examinations for motorists and professional drivers is different. The first must undergo a commission only in the cases listed above, and the second - every 2 years of work, as well as before each departure, and if transportation is classified as dangerous, then after it.
- You can undergo a medical examination at your place of residence or at your location in paid and public clinics. An exception is examination by a psychiatrist and narcologist - they must be sent to a state dispensary at their place of residence.
Documents required for a medical examination are: passport, military ID (if available) and identification card (if available). You can also present your medical card, which will help you better understand your health status.
There are changes in the new medical certificate for tractor driver. It is smaller in size and is issued on an A5 sheet with the information it contains located on both sides. Like the previous document, the medical certificate is produced using printing security methods, i.e. it is printed on special paper with an additional colored background.
Exam
The procedure for passing the exams that lead to the issuance of a tractor driver’s license takes place in 3 stages:
Stage 1. Knowledge of theory
The exam is aimed at testing the candidate’s knowledge of traffic rules, as well as the theory of safe operation of self-propelled vehicles.
If a candidate receives an unsatisfactory grade in any of the established disciplines, this leads to a retake, which can be completed within 7 days.
Please note : having a driver's license frees a person from the obligation to take an exam on traffic rules theory.
Stage 2. Practical stage
At this stage the person must demonstrate practical driving skills. Just like when obtaining a driver’s license, the practice takes place in two sessions: on a specially equipped site - an autodrome/tractor track, and the second - in a special route, that is, in a real situation that is intended for self-propelled vehicles.
Please note : if a candidate fails the exam three times, he will be able to make subsequent attempts only after additional preparation and presentation of the appropriate document.
Stage 3. First aid
This is a relatively new test, but still as important as the first two: usually this exam uses dummies, with the help of which, both in theory and in practice, the candidate must demonstrate the skills of first aid to victims of road accidents.
Fines for missing or falsifying a medical certificate
If a medical certificate has just been leaked, then you can drive a vehicle with this document, and there will be no fine. But if the driver’s license contains information that such a document is required, but it is not, then this state of affairs can be equated to driving a vehicle without a license, with sanctions not provided for by law. Driving a vehicle without a license (with the exception of training driving) is punishable by a fine of 5 to 15 thousand rubles.
If a medical certificate was obtained illegally, then a fine of 2 to 5 thousand rubles is imposed on the medical worker who committed such an offense. institutions.
If it turns out that the document contains false information, then the driver may be charged from 30 to 50 thousand rubles. When considering traffic on the roads, a medical certificate of driver clearance, if properly issued, is the most important guarantee of safety. Therefore, all drivers and driver candidates must apply to a medical commission and undergo it responsibly.
Documents for obtaining a tractor driver's license
A driver's license for a tractor driver is issued by the State Technical Supervision Authority as soon as all exams have been successfully passed. To receive a certificate in hand, an authorized Gostekhnadzor employee will ask to present the following documents:
- a completed application for the issuance of a license (the form is usually present near the issuance window);
- a receipt confirming payment of the state duty (for a paper ID - 500 rubles, for a plastic ID - 2000 rubles);
- two 3x4 photo cards;
- candidate card with a mark on passing all exams;
- passport of a Russian citizen.
Where do you get a tractor license?
Gostekhnadzor is responsible for issuing tractor driver licenses and, accordingly, testing knowledge . Unlike a driver’s license, the traffic police / traffic police have nothing to do with this process.
The training process can be delegated to individual educational institutions, however, representatives of Gostekhnadzor are involved in verification (taking exams) and issuing rights, and certificates issued without the participation of this organization are considered falsified.
The organizations Gostekhnadzor and Rostekhnadzor should not be confused. These are different departments, and only the first of them is responsible for issuing tractor driver’s licenses.

When do you need to change your tractor driver's license?
Time leads to the fact that the driver may need to replace his license for one reason or another. A license for a tractor is needed by all, without exception, owners or simply drivers of such a vehicle, those who in the near future plan to start working on a tractor, carry out various construction work, etc.
Renewing a tractor driver's license does not require passing an exam. The exceptions are the cases specified in paragraph 39 of these Rules:
