How to register a snowmobile: package of documents and stages of the procedure

Why register your snowmobile?

Firstly, registration is necessary so that this car does not become an easy prey for thieves. Unregistered vehicles can easily be sold for quite a lot of money. In addition, registration is required for the following reasons:

  1. When transporting a snowmobile, you will have to prove your right to it to a law enforcement representative for a long time. Of course, transporting the mechanism is not prohibited, but problems may arise if documents are missing.
  2. The absence of a registration number will not make it possible to find the product if it is stolen.
  3. It is quite difficult to sell a snowmobile without documents for it. You will have to give up a lot in price.

The most important reason is that the law provides for a fine for driving an unregistered vehicle in the amount of 5 thousand rubles. Or a more severe penalty may be applied - deprivation of rights to a snowmobile (moving on it) for a period of 1 year.

Remember that vehicles with horsepower up to 50 units are not subject to registration.

How to get your documents in order

Registering a snowmobile is not a difficult matter, so the entire procedure will not take much time. If you purchase a used vehicle, the previous owner must deregister it. This should be done immediately after concluding the purchase and sale agreement. The legislation allows 10 days for deregistration and registration by the new owner.

Before completing the documents, you must undergo inspection. If no problems are identified with the snowmobile, then a decision on the technical condition is issued, with which the vehicle can already be registered.

It is necessary to apply for registration to Gostekhnadzor at the buyer’s place of residence. After reviewing the package of documents, you will be issued a vehicle certificate, a technical inspection card and a registration plate (type No. 3), which you can carry with you or attach to your snowmobile.

There should be no obstacles to its inspection. Otherwise, representatives of the traffic police have the right to impose a fine. And this is from 500 to 5,000 rubles or deprivation of rights for up to 3 months.

No less severe penalties for driving a snowmobile while under the influence of alcohol or drugs. For such a violation it is quite possible to lose your rights.

PS

Fines for snowmobiles.

On November 14, 2013, amendments to the Code of Administrative Offenses came into force, according to which the amount of the fine for driving unregistered off-road motor vehicles increased:

  • Citizens will have to pay from 1.5 to 2 thousand rubles;
  • A fine of 2 to 3.5 thousand rubles is imposed on officials;
  • For legal entities - from 5 to 10 thousand rubles.

If facts of driving a vehicle while intoxicated are revealed, the driver will be deprived of the right to drive all types of vehicles. In addition, if the fact of failure to undergo maintenance is re-established, the owner of the equipment will also be deprived of his rights.

How to prepare

Necessary documents for registering a snowmobile:

  • tractor driver's license;
  • a document that confirms the transfer of ownership of the vehicle (usually a purchase and sale agreement);
  • PSM (snowmobile vehicle passport);
  • an identification document of the applicant (usually a civil passport);
  • receipt of payment of state duty;
  • an application in the prescribed form, the form of which can be obtained from the territorial office of Gostekhnadzor;
  • If documents are submitted for registration of a vehicle that was previously used by another owner, then a certificate of its registration in the name of the former owner is attached.

In some cases, it may be necessary to purchase a compulsory motor liability insurance policy, for example, if the vehicle will move through the territory of a populated area. In other cases, insurance is issued at the discretion of the vehicle owner.

What legislation does it provide for?

Resolution of the Council of Ministers - Government of the Russian Federation of December 13, 1993 N 1291 “On state supervision of the technical condition of self-propelled vehicles and other types of equipment in the Russian Federation”;

Federal Law of August 3, 2018 No. 283-FZ “On state registration of vehicles in the Russian Federation and on amendments to certain legislative acts of the Russian Federation”;

Decree of the Government of the Russian Federation dated September 21, 2020 No. 1507 “On approval of the Rules for state registration of self-propelled vehicles and other types of equipment”;

Decision of the Board of the Eurasian Economic Commission dated August 18, 2015 N 100 “On the passport of a self-propelled vehicle and other types of equipment”, etc.

Registration of a snowmobile with our help will save you from wasting time in long lines, collecting and filling out the necessary documents, paying fees at the bank and from other various difficulties. Contact us, we will be glad to cooperate!

Registration fee

We continue to consider how to register a snowmobile. It should be noted that certain state fees are provided for the preparation and receipt of documents, as well as signs:

  • obtaining a state registration plate - 1,500 rubles;
  • printing in PSM – 350 rubles;
  • issuance of a certificate - 500 rubles;
  • notification in the PSM about deregistration by the old owner - 350 rubles.

If you wish, you can get a duplicate of the PSM with all the marks for 800 rubles. You will need to pay 200 rubles for a transit registration plate, and 400 rubles for an inspection of the vehicle by an inspector. That is, you will have to spend more than 3,000 rubles for everything.

Rights to drive a vehicle

What category is needed for a snowmobile? To obtain registration, you must have a category AI tractor driver's license. To obtain them, they pass exams on the same principle as car enthusiasts. The tests include 30 questions and practice tasks. Based on the results of the answers, a decision is made on issuing rights.

Persons over 16 years of age are allowed to take the exams. You must first undergo a medical examination and training. Since 2015, the ability to independently prepare for exams has been abolished. The certificate must contain a note that the citizen is suitable to drive a self-propelled vehicle, and not a car.

After passing the medical commission and training, the candidate for obtaining a license submits an application to the Gostekhnadzor authorities and the following documents:

  • application in the prescribed form;
  • passport;
  • 2 photo cards size 3x4 (necessarily matte);
  • a receipt for payment of the state duty (in 2022 it was 500 rubles);
  • medical certificate;
  • an individual card from the school where the person received driving training.

If you have rights of other categories, it is recommended to attach copies of them. As a rule, the exam process is simplified thanks to their presence.

On the Gostekhnadzor website you can take preliminary tests to familiarize yourself with the questions that may be on the exam.

Application form

For more than twenty-five years, snowmobiles and ATVs have been registered in Russia by Gostekhnadzor authorities. But not all owners know about this; Moreover, many believe that they do not need to be registered at all.

In accordance with Decree of the Government of the Russian Federation No. 938 of August 12, 1994 “On state registration of motor vehicles and other types of self-propelled equipment on the territory of the Russian Federation” (including snowmobiles), owners of motor vehicles (including foreign-made) are OBLIGED to Register them with the Gostekhnadzor authorities within 10 days from the date of purchase. Registration is carried out at Gostekhnadzor at the place of residence of the owner upon presentation of the following documents:

  • owner statements;
  • document confirming ownership (purchase and sale agreement; certificate-invoice issued by the manufacturer, trading company, citizen entrepreneurs licensed to trade in vehicles - from 07/31/2009 by Decree of the Government of the Russian Federation of 07/26/2008 No. 562 certificate-invoice is excluded from the list of documents on the basis of which registration actions are carried out)
    ;
  • self-propelled vehicle passports;
  • receipts for payment of applicable fees.

The document giving the right to drive a snowmobile or ATV is a tractor driver’s (tractor driver’s) license with an open category “AI”. The department of the Gostekhnadzor Service in the region or city at the place of residence of the owner of the snowmobile or ATV is responsible for administering exams and issuing a tractor driver (tractor operator) certificate. Those who have completed training and successfully passed exams receive a certificate for the right to drive off-road vehicles

The registration procedure is simple, and the Gostekhnadzor bodies are authorized to carry it out (List of divisions of the Gostekhnadzor Service of the Irkutsk Region). To register in the appropriate department at the place of residence, the owner only needs to provide the specified documents. When registering off-road motor vehicles, owners are issued a Certificate of State Registration, a State Registration Plate and a Certificate of Inspection. In the future, a technical inspection must be carried out every year, and it is not necessary to take a snowmobile or ATV to central offices (they are usually located in cities), if the car is stored in a country house or even in another area - it is enough to obtain an opinion from a local Gostekhnadzor inspector. Registration costs about 3,000 rubles, technical inspection - 400. A compulsory motor liability insurance policy is required (only when registering an ATV). In recent years, the procedure for obtaining “rights” has been streamlined (they are officially called the “Tractor Driver’s Certificate”). Of the 4 categories of off-road motor vehicles (AI, AII, AIII, AIV), snowmobiles and ATVs fall into category AI. . They also receive “off-road licenses” from the State Technical Supervision Authority after passing exams - theoretical and practical. The theoretical exam for knowledge of traffic rules is similar to the traffic police exam, but in tickets the tasks for situations are much simpler, because snowmobiles do not go on busy city streets with multi-lane traffic, traffic controllers and trams. Therefore, learning 30 tickets with eight questions each is not difficult. You will receive the desired “pass” grade if you make no more than one mistake. The driving test consists of several stages, which include: starting the engine, driving through a clear corridor, a semicircle, a “snake” and acceleration and deceleration. Unfortunately, not all off-road motor vehicle owners follow the law. Therefore, once a season, the Gostekhnadzor authorities, together with the traffic police authorities of the Irkutsk region, organize mass inspections - preventive operations. The amounts of fines are determined by the Code of Administrative Offenses. They are the same as for motor vehicle drivers. The main violations are that the motor vehicle is not registered, the pilot does not have a “licence”, and the technical inspection is overdue. If there are no documents on ownership at all, the snowmobile or ATV is taken to the impound lot with all the ensuing consequences. In connection with incoming requests, we clarify: Decree of the Government of the Russian Federation dated August 12, 1994 No. 938 “On state registration of motor vehicles and other types of self-propelled equipment on the territory of the Russian Federation” determines that Gostekhnadzor bodies carry out state registration of motor vehicles, tractors, self-propelled road construction equipment and other vehicles with an internal combustion engine displacement of more than 50 cubic meters. cm or a maximum electric motor power of more than 4 kW, as well as trailers for them, owned by legal entities and individuals. Rules for state registration of tractors, self-propelled road-building and other machines and trailers for them by state supervision bodies over the technical condition of self-propelled machines and other types of equipment in the Russian Federation (gostekhnadzor), approved. Ministry of Agriculture and Food of the Russian Federation 01/16/1995 It has also been established that tractors (except for walk-behind tractors), self-propelled road construction, reclamation, agricultural and other machines with a displacement of an internal combustion engine of more than 50 cubic meters are subject to state registration and registration in accordance with the Rules. cm, are not subject to registration in the divisions of the State Automobile Inspectorate of the Ministry of Internal Affairs of the Russian Federation ( in the divisions of the State Automobile Inspectorate of the Ministry of Internal Affairs of Russia, motor vehicles with an engine displacement of more than 50 cubic cm, having a maximum design speed of more than 50 km/h, and trailers for them, intended for driving on public roads

), as well as numbered units and trailers (semi-trailers) of these machines.
By order of the Federal Agency for Technical Regulation and Metrology dated December 13, 2011 No. 1177-st, the national standard of the Russian Federation GOST R 50944-2011 was approved and put into effect, according to which a snowmobile is a self-propelled vehicle intended for off-road movement mainly on snow, having an unladen weight of not more than 450 kg, a motorcycle-style seat and motorcycle-type handlebars, not having an enclosed cab or elements forming a safety cage around the driver and passenger(s), driven by track(s) in contact with snow, and controlled by ski(s) in contact with the snow. Thus, snowmobiles are vehicles with an engine displacement of more than 50 cubic cm, are not intended for driving on public roads and are subject to mandatory registration with the State Technical Supervision Authority. About quadricycles and ATVs: Federal Law No. 92-FZ of May 7, 2013 “On Amendments to the Federal Law “On Road Traffic Safety” and the Code of the Russian Federation on Administrative Offenses” was officially published. The main changes provided for by this law concern the categories and subcategories of vehicles included in them, for which a special right is granted (the right to drive vehicles). Within the already existing categories (“A”, “B”, “C”, “D”, “BE”, “CE” and “DE”) the law introduces category “M”, intended for driving the following types of transport: mopeds and light quadricycles. Now driver's licenses will have subcategory designations such as “A1”, “B1”, “C1”, “D1”, “C1E” and “D1E”. Subcategory “B1” will be required for driving tricycles and quadricycles. A quadricycle
is a small passenger car that is comparable in size and design to SMART cars.
Quadricycles are intended exclusively for the city. They are very economical, but they can reach very low speeds - up to 50 km/h. A quad bike
is a type of all-terrain vehicle.
This is an open (i.e. without a roof or side pillars) vehicle. In terms of design, control, and driver's position, it is more logical to compare an ATV with a motorcycle. Only a motorcycle has 2 wheels, while an ATV has four. ATVs are designed for off-road use. Quadricycles are registered with the State Traffic Safety Inspectorate, and the registration of ATVs
is carried out with the
Gostekhnadzor
, similar to the procedure for registering snowmobiles with one exception: technical inspection of ATVs is carried out in the same place as cars - in technical service centers. For all questions regarding off-road vehicles and obtaining “rights”, you should contact the Gostekhnadzor authorities.

Reasons for refusal of registration

How to register a snowmobile in order to receive the desired documents? The most common reasons for refusal are errors and corrections in the provided certificates. In addition, you may not receive registration for the following reasons:

  • not all documents are provided;
  • papers are submitted in copies;
  • expiration of the identity document;
  • there are signs of forgery of the PSM, contract;
  • There is information that the registered vehicle is wanted.

Often they are refused because the self-propelled vehicle does not comply with GOST requirements, or it is potentially dangerous to people and the environment.

Technical inspection

Another important point that should be taken into account when considering how to register a snowmobile is a technical inspection. It is required to be completed every year after the vehicle is registered.

The procedure consists of several stages:

  1. Submission of documents to the Gostekhnadzor authorities.
  2. Payment of state duty.
  3. Inspector's visit.
  4. Carrying out technical inspection.
  5. Issuance of a document confirming the suitability of the vehicle for operation.

If a snowmobile purchased at a dealership is registered for the first time and is not yet 1 year old, then no maintenance is carried out, and registration is carried out without checking its technical condition.

In what cases is registration required?

When purchasing a Buran snowmobile or another similar low-power model, you do not need to think about registration. Vehicles with less than 50 horsepower are not subject to registration. In other cases, you will have to register the vehicle after purchase. However, there are other cases when it is necessary to contact the territorial bodies of Gostechnadzor. This:

  • changing the owner's registration data;
  • changing of the living place;
  • expiration of transit numbers;
  • replacement of license plates on vehicle units.

Remember that the owner of a snowmobile may be fined for not registering it. If a violation is detected for the first time, the person may receive a warning, but next time they will definitely have to pay a fine.

Responsibility and penalties for driving without a license and lack of a certificate

Each snowmobile owner must have a category A driver's license. Driving this equipment without a license may result in administrative liability and a fine of 5,000-15,000 rubles. The amount is stated in Part 1 of Art. 12.7 Code of Administrative Offenses of the Russian Federation.

Failure to register a vehicle can also result in penalties. For individuals, the fine is 1,500-2,000 rubles, for legal entities – 5,000-10,000 rubles.

The law obliges owners to register a self-propelled vehicle whose volume exceeds 50 cm³. The procedure does not take much time; you just need to collect the necessary package of documents and contact a convenient registration location. This simple procedure will allow the driver to protect himself from administrative punishment and fines.

Homemade and improved vehicles

Many snowmobile owners love their equipment so much that they are happy to upgrade it. There's really nothing wrong with that. To enter data about changes into the PSM, you must undergo a technical inspection of the snowmobile. The traffic inspector will draw up a corresponding report and confirm that the improved vehicle meets all safety standards and can be used.

After this, the owner again contacts the Gostekhnadzor authorities, where the appropriate changes are made to the snowmobile’s passport.

Naturally, it will be very difficult to register changes that were made with your own hands. A representative of Gostekhnadzor will definitely request documents from the service or enterprise that carried out the modernization. Therefore, it is best to turn to specialists who will not only do everything in strict accordance with the regulations of the snowmobile manufacturer, but also provide the necessary documents for registration.

All about registration of self-propelled vehicles

What self-propelled vehicles need to be registered?

Self-propelled vehicles (tractors, self-propelled road construction, utility, agricultural vehicles, off-road motor vehicles and other land-based trackless mechanical vehicles with an internal combustion engine with a volume of over 50 cubic centimeters or an electric motor with a maximum power of more than 4 kW and trailers for them) are subject to state registration. with the exception of land-based self-propelled devices of categories L, M, N on wheels with an engine power of more than 4 kW or with a maximum design speed of more than 50 kilometers per hour, intended for the transport of people, cargo or equipment installed on them, as well as trailers/semi-trailers him).

Important: snowmobiles, all-terrain vehicles and all-terrain vehicles are also subject to registration.

Who maintains the registration records of self-propelled vehicles?

Unlike cars, which are registered by the State Traffic Safety Inspectorate, self-propelled vehicles are registered by a specialized state inspectorate for supervising the technical condition of self-propelled vehicles and other types of equipment - Gostekhnadzor of the city of Moscow.

Self-propelled equipment is registered at the place of residence or stay of its owner. Therefore, only those who have permanent or temporary registration in Moscow can apply for a service to Gostekhnadzor of Moscow.

You need to contact Gostekhnadzor in the following cases:

  1. To register equipment.
  2. To make changes to registration data.
  3. To deregister equipment.

Documents drawn up in a foreign language are provided with a certified translation into Russian.

Step 2. Submit your application online at mos.ru. After you receive confirmation of a positive review result, you will need to present the technician for inspection at the appointed time.

When changing registration data, a preliminary inspection is required to verify the compliance of the numbered units. For inspection, you will need to provide equipment to the inspection site. However, in some cases it is possible to inspect equipment at your site.

If the equipment is not located in Moscow, you can undergo a technical inspection (MOT) at the Gostekhnadzor at its location, and for registration, attach to the application documents issued based on the results of the MOT in the region. Please note: MOT documents will not be accepted from you if more than 30 days have passed from the date of issue.

How to deregister

To carry out this operation, you also need to contact the Gostekhnadzor authorities and provide:

  • relevant statement;
  • register sign;
  • applicant's passport.

However, many snowmobile owners are faced with a requirement from government officials to bring the buyer of the vehicle with them. If there is no such person, then the snowmobile goes to waste. That's what the law says. The easiest way to get out of this situation is to indicate that the snowmobile is to be sold in another region. Then the representative of Gostekhnadzor puts Fr.

Transport tax

You will have to pay transport tax for a registered snowmobile. Its size depends on the engine size. There is no need to hide from payment, since after registering a vehicle, the Gostekhnadzor authorities immediately transmit the information to the Federal Tax Service.

The tax is accrued from the moment of registration and is payable before July 1 of the current year for the previous reporting period. Receipts for payment of transport tax usually arrive to individuals in the month of April.

It should be understood that rules are created to ensure order on the roads. The training is designed to teach a person how to behave correctly in an extreme situation and not violate traffic rules. The easiest way is for a snowmobile owner to undergo training, register his vehicle and calmly move around the snowy expanses of Russia without fear of administrative punishment.

Don’t forget to take your snowmobile documents with you when leaving home. You must have a driving license, a registration certificate and a maintenance ticket with you.

Is it possible to register through State Services?

Snowmobile owners can register through the State Services website. To do this, the driver must:

  1. On the State Services portal, in the search bar, enter “Registration of self-propelled vehicles and trailers for them.”
  2. Select the “Registration of self-propelled vehicles” section.
  3. In the “How to receive the service” column, use the link from the “Electronic delivery address” sub-item.
  4. Fill out the application electronically, attaching scanned documents.
