Tractor license: general description
Many are concerned about the question of what rights are needed to operate special equipment. A tractor driving license is often confused with the similar document used to legally drive a car. Both documents have significant differences.
The first difference is that the issuance of tractor licenses is carried out by a special organization - Gostekhnadzor. To obtain the papers, you will need to complete a training course. It differs significantly from conventional training programs designed for passenger cars.
You can obtain a license only at the place of registration of the user who plans to drive the tractor. If a document is lost, you will need to go through a recovery procedure. The main difference here will be that the driver will have to take a second test.
The key difference between a tractor and a car license is the control of a certain type of equipment. If, in the case of obtaining a driver's license, the user receives the right to legally drive any passenger vehicle, then in the case of a tractor license - a certain car.
A tractor license is not needed if the equipment is used exclusively on personal territory and does not leave its boundaries. If the car is driven onto public territory, a document will be required to drive it.
New certificates
The document is signed by the State Engineer-Inspector and has an individual number and series. The V/U contains a photograph of the driver and information about his registration, date and place of birth. Previously, in addition to the rights of tractor drivers, there was also a temporary permit. Its extradition was canceled as of November 2015.
The form of rights for tractor drivers is developed and approved by Gostekhnadzor. They have a unified form that is used in all regions of the country. Externally, the document resembles a card filled out on both sides. All basic information about the driver and photograph are placed on the front side of the V/U.
The second side of the V/U is devoted to information about the vehicle category. You can operate special equipment with engine power up to 4 kW without an AC unit.
It is enough to have a document issued by an educational institution confirming completion of professional training courses.

In 2011, the rules for passing exams for driving tractor equipment were updated in Russia. In the same year, a new type of certificate was introduced. The rights look almost the same as their earlier counterparts. The main difference is the presence of a special barcode. Thanks to him, traffic police officers receive information about the tractor driver in the shortest possible time.
The certificate is an official document that contains information about the tractor driver. A detailed transcript contains the following information:
- personal data of the owner of the rights (full name, date of birth, place of registration);
- validity period of the document (date of receipt of rights, expiration date);
- information about the territorial division of the traffic police that issued the document (region code, division identification number);
- series and document number;
- the specific category of the vehicle that the license holder is allowed to drive;

Difference between identities
Upon preparation in special institutions and successful passing of the test, a tractor driver or machinist certificate is issued. This certificate is valid for 10 years. When undergoing practical training, Gostekhnadzor issues a temporary certificate to cadets for a period of 2 months .
The main differences between a temporary certificate and a permit can be seen in the updated paragraph 9, subparagraph 9.1. Paragraph 9 states: the primary reason for the right to directly drive a self-propelled vehicle for persons sent by educational institutions to undergo an industrial internship for the first time for a period of 2 months is a temporary certificate.
A temporary certificate can be exchanged without passing the test for a tractor driver's license if a document confirming completion of training is presented.
Subclause 9.1 states: if an administrative offense has been committed, which resulted in the confiscation of the right to drive self-propelled vehicles. In this case, the tractor driver’s license is confiscated and a temporary license is issued for a period of 2 months.
Categories of tractor licenses
Having a tractor license does not give you the right to drive all types of equipment of this format. Therefore, a classification of self-propelled vehicles was introduced at the legislative level. Based on it, tractor rights were divided into several key categories:
- Category A. Designed for legal driving of motor vehicles not intended for travel on standard roads. This category is divided into several subcategories:
- — subcategory I – motorized off-road vehicles;
- — subcategory II – off-road vehicles weighing no more than 3.5 tons, with no more than 8 seats, excluding the driver’s seat;

- Category B. Gives the right to drive wheeled and tracked tractors with a power of no more than 25.7 kW.
- Category C. Designed for wheeled tractors and self-propelled machines with power from 25.7 to 110.3 kW.
- Category D. Used to control wheeled tractors with power above 110.3 kW.
- Category E. Designed for tracked vehicles with a power rating above 25.7 kW.
- Category F. Used for self-propelled agricultural equipment, various types of combines.

What vehicles are allowed to be driven?
Having issued a tractor license, the user will be able to operate a certain category of equipment, in accordance with the open category, as well as other self-propelled vehicles, which are provided for each of the categories:
- subcategory I – snowmobiles, ATVs, motosanis, provided that the maximum speed is less than 50 km/h;

- category E – bulldozer equipment, excavators with power parameters of more than 35 horsepower;
- Category F – self-propelled vehicles used primarily in agricultural activities.
If a tractor license holder is caught driving a vehicle that is not permitted under the open category, he will be held liable. Penalties include an administrative fine, deprivation of a driver's license, and recertification with retake of a theoretical and practical exam.
Obtaining a tractor license
The key requirement for applicants to obtain a tractor driver's license is to successfully pass a theoretical and practical exam and prepare the necessary documentary support.
The legislator sets a clear age limit for applicants:
- subcategory I – 16 years;
- subcategory II – 19 years old;
- subcategory III – 19 years old;
- subcategory IV – 22 years;
- category B – 17 years old;
- category C – 17 years old;
- category D – 18 years old;
- category E – 17 years old;
- category F – 17 years old.
Gostekhnadzor imposes a number of mandatory requirements on potential holders of tractor licenses:
- availability of legal capacity required by the process of managing special equipment;
- successful completion of the educational process;
- passing the theoretical and practical parts of the exam;
- no deviations in health status;
- preparation and delivery of documentary support.
If at least one of the requirements is not met, it will be impossible to obtain a tractor driving license.
Obtaining rights involves certain costs. This is the cost of training in a driving school (on average from 10 thousand rubles), passing a medical examination (about 2-3 thousand rubles), duty fee (500 rubles for a paper document, 2 thousand rubles for a plastic one).
How to obtain a tractor driver's license?
The current procedure for issuing driver's licenses obliges drivers to undergo a special training course.
Specialized educational institutions provide such training. To conduct vocational training activities, they must have the appropriate license. Theory

Practice

Self-propelled vehicles are provided to cadets for passing a practical exam by the training center in which they were trained. Special identification marks are attached to the equipment.

Documentary support
To be admitted to the tractor license exam, the user will have to prepare a number of mandatory documentation. Without it, he will not be allowed to take the tests and will not be able to obtain a tractor driver’s license.

The concept of self-propelled vehicles
The primary transformation of the rules is the amendment to the concept of “self-propelled vehicles”.

Replacing a document
The need to replace a certificate arises in the following situations:

Special marks on the tractor driver's license

Educational institutions or persons training workers in professions related to operating self-propelled machines must have a license and train these workers on the basis of state educational standards and standard programs approved by the Ministry of Education of the Russian Federation. The list of vocational training professions is a regulatory document for organizing vocational training of workers. The list was developed on the basis of the All-Russian Classifier of Worker Occupations, Employee Positions and Tariff Classes (OK 016-94), which came into effect on January 1, 1996; The Unified Tariff and Qualification Directory of Work and Professions of Workers (ETKS), approved by the Decree of the State Committee for Labor of the USSR and the Secretariat of the All-Union Central Council of Trade Unions dated January 16, 1985 No. 17/2-54, additions and changes to the ETKS, approved by resolutions of the Ministry of Labor of Russia in 1992 - 2000. and other regulatory legal acts.
In accordance with the qualification structure established by the “Basic provisions of the state educational standard of primary vocational education” (OST 9 PO 01-93), all professions included in this list belong to the first level of qualification. The List contains codes of workers' professions, their names, the range of tariff categories (groups) according to ETKS, training periods and the assigned qualification category.
Thus, an educational institution cannot train a person who is not qualified as an excavator operator to work on an excavator, Hitachi, etc., and in accordance with the listed documents must initially provide training in the profession of an excavator operator.
Training is carried out according to programs that are developed by educational institutions on the basis of standard programs approved by the Ministry of Education of the Russian Federation and coordinated with the Main State Technical Supervision Authority of Russia (currently these programs are coordinated with the Department of Scientific and Technological Policy and Education of the Ministry of Agriculture of the Russian Federation). After development, a specific program is approved in agreement with the Gostekhnadzor inspection of the constituent entity of the Russian Federation by the educational authority of the constituent entity of the Russian Federation where the educational institution is located.
After completing initial training for a qualification category (the minimum of the range of tariff categories (groups) according to ETKS), which, as a rule, is confirmed by the qualification commission of the enterprise, this qualification is indicated in the standard certificate of completion of the educational institution, and the engineer-inspector of Gostekhnadzor indicates this qualification in special notes when issuing a tractor driver (tractor driver) license. Moreover, if the student did not have a tractor driver (tractor operator) certificate, then exams are held in accordance with sections III and IV of the Admission Rules in those categories that, in accordance with the training program, are included in the qualifications of this profession.
For example: for a 5th category excavator operator, these could be categories “B”, “C” and “E” or, if desired, only category “C” or “E”. In this case, the practical exam can be carried out both on an excavator and on a tractor of the corresponding category. This exam evaluates not how a person operates an excavator, but how he operates a self-propelled machine of this category as a vehicle.
If the student already has a tractor-driver (tractor driver) license and it contains the categories required in accordance with the qualification, then the exam is not held, and the certificate is changed to a new one with a record of the assigned qualification in special notes.
The procedure for assigning qualification categories is defined in the general provisions of the first issue of ETKS. The issue of assigning or increasing a rank, qualification group, class, category (hereinafter referred to as rank) is considered by the qualification commission of an enterprise, organization, workshop on the basis of an application from a worker who has completed training and passed qualification exams, upon the recommendation of the head of the relevant department (foreman, shift supervisor and etc.) taking into account the opinion of the production team.
The right to increase in grade is primarily given to workers who perform high-quality work and the established labor standards of a higher grade for at least three months, and who conscientiously perform their work duties. In small enterprises and organizations where it is not possible to create a qualification commission of the appropriate profile to test theoretical knowledge and take a test for assigning or changing categories and occupational titles to workers, the assignment of categories can be made by state qualification commissions created in secondary vocational schools (educational institutions ).
Assignment of a higher rank after advanced training of a worker, if this is not related to the opening of another category in the tractor driver’s (tractor driver’s) certificate, can be carried out without the participation of a Gostekhnadzor inspector, if he is not included in the qualification commission. Then, after assigning the next category, an extract from the commission’s decision is sent to the Gostekhnadzor inspection, which replaces the worker’s certificate and changes the entry in the special marks.
After this, by decision of the enterprise management, a worker who already has qualifications, for example , as a 6th category excavator operator, can be sent to specialized courses or additional training to study excavators, Hitachi, etc. and receive the appropriate certificate, however, making additional entries after this in the tractor driver’s (tractor driver’s) certificate is not allowed.”
